While I'm a large 10th amendment fan, a states rights proponent, I think that much like the banking industry, the insurance companies need to be able to operate across state lines. This would allow them access to much larger pools of individuals to spread the risk over, and should lead to lower premium prices for all involved.
Additionally this change in law might benefit medicare as well, because they currently suffer from a bloated bureaucracy and skewed rate structure due to each individual state's regulations...
This might be an instance where federalization might be beneficial to the nation as a whole...
